For governments like what we have now, who resist censorship motions but would not survive the motions of trust, we would have the motion of censure, an instrument designed to make known to the executive who does not warm or cool. Not enthusiastic to the point of inspiring confidence, but neither does it repel to the point of censorship. It is not worthy of anything. The motion of trust attests that the government is good, the motion of censorship indicates that the government is bad. Only the motion of censorship would be able to accurately define the sad vulgarity of certain governments.
